The new Land Act, 2020 (Act 1036) has become most topical as it has reviewed some important aspects of land use, acquisition amongst others. In view of this, a stakeholders forum on the Act was organized by the Akuapim South Municipal Assembly on Wednesday, 12th July, 2023 at the PWCE Auditorium to inform and educate the municipality on the new Act.
Some dignitaries present were Otoobuor Djan Kwesi II (Akuapem Adontenhene), Nana Kwesi Ankrah (Chief of Kitase and Paduase), Nana Baah Abu Okine, Hon. Frank Aidoo (MCE, Akuapim South), Ms. Lydia Akueteh (MCD), Hon. Michael Ahwireng (Presiding Member) among others.
The chairman, Otoobuor Djan Kwesi II admonished all present to take keen interest in the presentations to be well informed and also entreated all land owners, potential buyers and all present to endeavor to follow due process in acquiring and processing land documents to avoid misunderstanding.
Hon. Frank Aidoo made it known that he was happy to organize such a program bringing together all stakeholders involved so they are educated and informed on land issues and how to avoid litigation. He also reiterated the fact that land issues have brought about conflicts between families which do not foster cooperation. He also read portions of the Act on page 27 bothering on boundary destruction and urged all especially the traditional authorities to make it a point to get a copy and be abreast with the new Act.
The MCE also said he was giving out an office from an ongoing facility to serve as an office or secretariat for land issues. He proposed a committee made up of traditional authorities and representation from known families to manage the office. He also suggested families to have a plan of their lands they own and plot as they are sold to avoid double sale of lands.
Lastly, he bemoaned the rise of land guard issues in the municipality most recently at Konkonuru.
Mr. Alex Essuman-French (Principal Lands Admin. Officer) at the Lands Commission (Eastern Region) lead the presentation. He talked about the several ways of acquiring land which included compulsory acquisition, gift, purchase amongst others and also talked about the processes involved in land acquisition which involved registering at the Lands Commission. He zoomed into the new Land Act and educated on some important sections.
Questions were asked in relation to double sale of lands, registration, land guards, occasionally unidentifiable groups demanding money as digging fee etc with corresponding responses from officers of the lands commission.
Mr. Rexford Anderson of the Physical Planning Department lead the presentation on the processes involved in acquiring permits. He stated that, the law mandates one to acquire a building permit before starting to build but most of the time this is flouted. He again educated on the 5 most important documents to acquire before starting a building project which included planning permit/certificate, building use certificate, site plan and structural drawings, building permit and habitation permit.
Hon. Frank Aidoo thanked all for coming and was of the hope that all will take note of the provisions in the Act and act accordingly.
